U.S. District Judge Karin Immergut issued a temporary restraining order late Sunday night halting the Trump administration from deploying National Guard troops to Oregon including units rerouted from California and Texas in what she described as a direct attempt to circumvent her earlier ruling.
The emergency decision followed a hastily convened evening hearing, during which Judge Immergut sharply questioned federal attorneys on the administration's rapid efforts to mobilize out-of-state troops to Portland just hours after she had blocked the use of Oregon’s own National Guard forces.
“How could bringing in federalized National Guard from California not be in direct contravention to the temporary restraining order I issued yesterday?” Immergut asked, visibly frustrated. “Aren’t defendants simply circumventing my order?”
The Trump administration had announced the deployment of California National Guard units to Oregon earlier Sunday, followed by plans to send troops from Texas. Those actions triggered immediate legal pushback from officials in both Oregon and California, who jointly sought the emergency restraining order.
Judge Immergut, a Trump appointee herself, sided with the states, citing concerns about executive overreach and the apparent attempt to bypass judicial authority.
The White House has not issued a statement on the ruling.
