KARACHI: The Sindh Provincial Assembly passed the Universities Amendment Bill 2025 on Monday despite protests from the opposition.
Minister for Parliamentary Affairs and Law Ziaul Hassan Lanjar presented the Sindh Universities Amendment Bill 2025 before the house. Opposition members created an uproar during the session, with MQM legislators chanting slogans against the bill. After the Sindh Assembly re-approved the bill, it rejected the objections raised by the Governor of Sindh.
Sindh Governor Kamran Tessori refused to grant his assent to the bill and returned it to the provincial assembly for reconsideration. He objected to the new law, which expanded the eligibility criteria to allow serving bureaucrats to be appointed as vice-chancellors in public-sector universities.
According to Section 3 of Article 116 of the Constitution, the governor must grant his assent if the assembly passes the bill again, with or without amendments. This means that if the Sindh Assembly pushes the bill through again, Governor Tessori will be constitutionally bound to approve it.
