Haris and Usman did not participate in the three-match T20I series against Ireland, which Pakistan won 2-1.
Additionally, the team management is considering dropping a pacer to make room for either Shadab Khan or Abrar Ahmed.
Pakistan is likely to field their strongest team during the England series to test their World Cup combination.
The final decision will be made after consulting with head coach Gary Kirsten, who will join the Pakistan squad tomorrow.
The four-match series against England will be the last assignment for both teams before the T20 World Cup, which begins on June 1 in the United States and West Indies.
