The National Database and Registration Authority (NADRA) issues the National Identity Card for Overseas Pakistanis (NICOP) to Pakistani citizens living abroad or those planning to travel abroad for work or study.
Applicants must provide their passport number when applying for NICOP. Holders of this identity card can travel to Pakistan without needing a visa if they hold dual nationality.
Where to Apply for NICOP

You can apply for NICOP by going to the nearest NADRA Registration Center (NRC).
Following are the steps which you will be following at the NRC:
You will be issued a token
Your photograph will be captured
Your fingerprints and signature will be taken
Your required data entry will be done and form will be printed to be reviewed by yourself
You will be handed over a printed version of your application form.

NADRA NICOP Fee for Germany in Pak Rupees
NADRA has established two different fee structures for NICOP, categorizing countries into Zone A and Zone B, with varying fees for each zone.
Germany is classified under Zone A, where the standard fee for a new NICOP is Rs11,340. The urgent processing fee is Rs16,589, and the executive processing fee is Rs21,820.

The applicant has to pay the fee for NICOP in dollars if he/she applying for NICOP online.
The normal fee for NICOP for Germany stands at $39 while urgent fee is $57 and executive fee is $75.
