The federal government is planning to set a record-high petroleum levy in the next budget for the fiscal year 2025-26, as part of its commitments to the International Monetary Fund (IMF).

The government has proposed a target of Rs1,311 billion in petroleum levy collections for the next fiscal year, which is a huge increase of Rs194 billion compared to this year’s target of Rs1,117 billion.

Pakistan is seeing the highest-ever collection from petroleum levies in its history. This increase means consumers will have to pay more for fuel, putting even more financial pressure on households already struggling with rising prices.

From July 2024 to March 2025, the federal government collected Rs833.84 billion through petroleum levies. For comparison, Rs1,019 billion was collected in the entire fiscal year 2023-24, while Rs580 billion was collected in 2022-23.

By mid-2025, the levy rates have reached record levels, with Rs78.02 per liter on petrol and Rs77.01 per liter on diesel being charged from consumers.
