Bilal Bin Saqib is no longer serving as the Special Assistant to the Prime Minister (SAPM) for Blockchain and Crypto. TechJuice has confirmed through multiple sources that his name has been removed from the Cabinet Division’s online portal, which means he currently holds no ministerial role.
Appointed as Chairperson of PVARA:
According to official documents seen by TechJuice, Bilal has stepped down from his SAPM position and taken charge as the Chairperson of the
Pakistan Virtual Asset Regulatory Authority (PVARA).
Six Months in Office:
Bilal was appointed SAPM on May 26, 2025, and served in the role for around six months. So far, the government has not released any official statement on his resignation or the circumstances surrounding it.

Cabinet Division Removes His Name:
Interestingly, the Cabinet Division website no longer lists his name among state ministers or advisers, but this change has not yet been reflected in the National Assembly records.
Ministerial Status in Question:
Documents indicate that Bilal was made Chairman of PVARA on August 1 and was supposed to keep the status of Minister of State with the new role. However, this has not been fully implemented yet.
Conflicting Statements from Sources:
Sources claim that Bilal’s ministerial status has also been taken away. One insider shared a different account, suggesting that he resigned himself due to regulatory challenges and has traveled to Dubai to attend a conference in his new capacity.
Other Key Roles Remain Uncertain:
Along with the SAPM role, Bilal has also been working as Chief Advisor to
Finance Minister Senator Muhammad Aurangzeb and as CEO of the Crypto Council for the past nine months. It remains unclear if he will continue these responsibilities following the latest development.
Pro Bono Appointment Under Virtual Assets Ordinance"
The earlier notification issued by the government stated that Bilal would serve as PVARA Chairperson for three years on a pro bono (unpaid) basis under the Virtual Assets Ordinance, 2025.
